Is the telerik report designer open source?

No, the Telerik Reporting product is not open source. While parts of the code are shared with license holders(you can download a copy from your Telerik account), the solutions are not buildable, I am afraid.

This means that you cannot edit the code and produce a new copy of the Standalone Report Designer, however, it is possible to edit the Web Report Designer since we provide a copy of the JS that is produced upon building its TS files. The copy can be found in the install directory:

C:\Program Files (x86)\Progress\Telerik Reporting <Release>\Html5\ReportDesigner\js

After making your changes, you need to reference the edited version locally instead of retrieving the JS from the Reporting service and you will be able to use an edited version of the Web Designer in your project.
