I'm sorry to ask you this question because it's very simple.
When I set A3 in pageSettings and print, A4 size is the default setting, not A3 size.
How do I set up that part?

Do you print with the Standalone Designer? If so, consider the following behavior:
The Page Setup dialog (the WinForms control) receives all page settings from the Report PageSettings. If the default printer doesn't support the paper kind/size from the report definition, they get replaced with a 'custom' paper kind. In fact, if any of the PageSettings from the report definition is not supported by the printer, there occurs a reset to the 'default printer' page settings. Note that this behavior comes from the WinForms control.
If you set your default printer to a virtual PDF printer, do you observe the same issue?
