editor and toolbar not sizing correctly

The editor seems to want to leave the space where the toolbar will go when first loaded.  Example 1   I can tell its basing it on the size of the tools file because I can add and remove toolbars and the area will grow or shrink based on that toolsfile elements.

It goes away as soon as the toolbar is activated, but it puts the toolbar over the editor text.  Example 2

The toolbar editmode is set to ShowOnFocus.

What is going on?

Ok, forget the 2nd example as that appears to be working the way it should.   However, when it first loads, there is definitely a lot of wasted space and its directly related to the size of the toolsfile attached to the editor.

This is the sample code i am using, but at the first time load design is not coming properly on MOSS website.

I have the same problem. When you use default settings with the floating toolbar mode in IE 7.0 there is a large gray space above the input area that matches the space toolbars would take if they were there (when using normal mode).
The first time you click on the toolbar button, that space gets reclaimed by the input area and toolbars show properly.
